Strategic Partner Scholarship Program
Heinz College has partnered with the following organizations and institutions to provide financial support to their members to help reduce the cost of attending graduate school.
No separate application is necessary to be considered for the following scholarships. To be considered, simply indicate your experience, involvement, membership, or affiliation with any of the partners listed below on your application for admission to Heinz College. If you do not list the partner(s) on your application, you will not be eligible for the award at a later date.
Affiliation with more than one of our partners does not increase the total available scholarship award. Please note that students who are eligible for more than one of our scholarships with a guaranteed minimum may not be entitled to the minimum award amount for the second scholarship.
Foundational Partners
If you are affiliated with one or more of Heinz College's Foundational Partners and enroll in one of Heinz College's full-time graduate degree programs, you are eligible to receive a minimum scholarship equal to 50% and up to 100% of tuition.*

Heinz College will provide the difference between its tuition and the William D. Clarke, Sr. Diplomatic Security (Clarke DS) Fellowship tuition assistance to students selected as Clarke DS Fellows. Under this agreement, in addition to the 100% tuition scholarship, Clarke DS Fellows receive a living stipend provided by the U.S. Department of State
The published admission application deadline of January 10 will be extended to March 10 for all students who apply to the Clarke DS Fellowship program. Applicants should indicate on their application and resume that they are applying for the Clarke DS Fellowship.
Heinz College will also recognize Clarke DS Fellowship finalists by giving them equal consideration for merit-based awards from the school after the published admissions date of January 10. All Clarke DS Fellowship applicants will be considered for other merit-based awards offered by Heinz College. No separate application is required.
Please note the Clarke DS Fellowship is limited to specific master's programs at Heinz:
- Master of Science in Information Security Policy and Management (MSISPM)
- Master of Science in Public Policy and Management (MSPPM)
- Master of Science in Public Policy and Management - Data Analytics Pathway (MSPPM-DA)
- Master of Science in Public Policy and Management – Washington, DC Pathway (MSPPM-DC)
Through our partnership with the GEM Fellowship Program, Heinz College will provide the difference between its tuition and the GEM tuition assistance to all GEM Fellows who attend the Heinz Colege for their master's degree.
In recognition for their service, the MSPPM program (all tracks) awards admitted students who have worked for the U.S. Federal, state, or local government (including congressional staff) a minimum tuition scholarship of $8,000 per semester (awarded as an MSPPM Program Scholarship).
In order to be eligible for this award students are required to have worked on a full-time basis for at least 12 months for a U.S. government entity prior to applying for admission to the MSPPM program. Examples of eligible employment include, but are not limited to, employees in the U.S. House or U.S. Senate, U.S. federal agencies, state legislatures, and local/municipal governments.
The award will be made at the time of admission (no separate application is necessary) and the student will receive a tuition reduction scholarship of at least 30% of the current tuition per semester. To be considered, applicants should indicate their eligible employment on their resume that is submitted as part of the application for admission
Recipients will also be considered for additional merit-based scholarship support at the time of admission.
PWSA employees a minimum tuition scholarship of 30% per semester (may be awarded as a Program Scholarship) when they enroll in the following programs at Heinz:
- MISM
- MPM
- MSIT
- MSISPM
- MSPPM
Through our partnership with the U.S. Military Academy, Heinz College awards current West Point cadets and alumni a minimum scholarship of 50% of tuition per semester.
Eligibility
Several of the scholarships and fellowships listed on this page are limited to U.S. citizens and permanent residents. Students who are not U.S. citizens or permanent residents may not be eligible for all of the scholarships/fellowships listed on this page.
Part-Time Students
Part-time students who are eligible for any of the scholarship opportunities outlined above receive an equivalent percentage of each scholarship throughout the course of their studies at Heinz College.
